The Red Line's heavy rail was in planning since the 1920's and existed/exists alongside some industrial railroad/freight tracks. I believe the bridge it uses was already carrying freight trains when the Veteran's Bridge tunnels went into use. I.E. They didn't have to re-purpose the Veteran's Bridge because a bridge existed already. It also would've been a huge challenge as the Red Line cars are large and long. Their hills remind me of Cincy, the Ohio River originates from there, and their people are really cool. It's got its nice parts that are all cleaned up and put up for show, but the NE Ohio identity is very strong and Cleveland has a very specific identity within itself. Such a great place. Since moving away from the area in 2007, I haven't really had the opportunity to get back up that way.
